File the Articles of Organization
Your Articles of Organization create the LLC. The Department of State fee is $200, and one field in it, the county, quietly determines what the publication requirement will cost you.
What the Articles require
You provide the LLC name, the New York county in which the office is located, the address to which the Secretary of State should forward process, an optional registered agent, and the organiser's signature. Members are not listed.

The county decision
Newspaper rates in New York County, which is Manhattan, are far higher than in most other counties, and publication costs there can run into the thousands. Your county must genuinely be where the LLC's office is located, so this is not a free choice, but it is worth understanding before you file rather than after.
Do not state a county you have no connection to in order to cut publication costs. The filing is a sworn document.
Speed
Standard processing at the Division of Corporations can take several weeks depending on volume. The Department of State sells expedited tiers, including 24 hour, same day and two hour service, at fees published on its fee schedules page. Check that page for the current amounts, because they are set per document type.
